Job Purpose:
Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Resources Management (HoRM) in Addis Ababa, and in close collaboration with the Regional Office and in coordination with the Supply Chain Division (SCD) at Headquarters (HQ), the Supply Chain Officer will be responsible and accountable for overseeing the supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods/services to the beneficiaries at optimal price and in a timely manner.
Responsibilities:
- Conduct strategic planning for supply chain related activities of the Country Office (CO) in close collaboration, with internal and external stakeholders in the country, as well as relevant units at HQ.
- Conduct logistics capacity assessment and market research to keep abreast decisionmakers about local market trends and developments; analyze statistical data and market reports on the commodity situation, production patterns and availability of good and services.
- Supervise and manage and provide first-line support and guidance for all supply chain management related tasks and activities, including planning, budgeting, scheduling and provision of goods and services needed by the CO. Prepare regular progress reports, statistical information, and briefing notes, as required.
- Lead and supervise the supply chain activities in the CO, including planning, procurement, warehouse management, transport and distribution, fleet, assets and facilities management, logistics informaiton management and reporting, and provide guidance and training to the relevant staff with respect to the related policies, rules and regulations.
- Identify supply chain bottlenecks (value stream mapping) and optimize the processes to fill the gaps and ensure beneficiaries receive quality goods and services in a timely and efficient manner.
- Review procurement requests, identify service providers, and evaluate information regarding vendor’s performance in terms of quality, prices, and timely delivery of goods/services. Maintain a pool of qualified vendors.
- Solicit bids, quotations, and tender documents, oversee bidding process, and provide guidance for executing the procurement transactions, analyze the offers assuring conformity to specified requirements; conduct appraisals and select suppliers, and confirm terms of payment; supervise the preparation and processing of the purchase orders, and ensure receiving authorization in line with the CO’s delegation of authority (DOA) matrix.
- Liaise with the programme management and provide first- line technical support in preparing and issuance of “Call for Proposals” and bidding documents for the tendering processes of the programmes/projects. Ensure bidding processes are conducted fairly, transparently and in accordance with the existing procurement rules and regulations.
- In coordination with relevant parties, ensure timely submission of asset procurement and other reports within the CO, Regional Office, and relevant HQ departments, as appropriate.
- Establish and manage a robust appropriate internal control mechanisms for Supply Chain Management process to safeguard the Organization’s assets and prevent fraud, while ensuring that country specific administrative procedures are in place and followed in accordance with the Organization’s rules and regulations.
- Monitor the maintenance and repair of office facilities, including preventive maintenance. Establishment maintenance agreements with competent service providers when it is feasible and determined to be cost effective.
- Supervise, train, and guide the SCM staff of CO, while monitoring, evaluating, and promoting their professional and career development.
- Represent the CO in the UN inter-agency meetings and forums related to supply chain management. Collaborate on sharing resources to achieve common goals and implementation of UN global initiatives.
- Perform such other duties as may be assigned.
Job requirements:
- Education: Master ’s degree in Business Administration, Management, Logistics, Procurement, or a related field from an accredited academic institution with five years of relevant professional experience;
- or University degree in the above fields with seven years of relevant professional experience.
Experience
- Experience in managing diverse procurement and logistics operations; and, Demonstrated experience in training and managing large teams of co-workers, managing vendors and suppliers.
Skills
- Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM’s system and processes as they apply to procurement and logistics; and, Excellent level of computer literacy and good knowledge of SAP is an advantage.
Languages:
- IOM’s official languages are English, French, and Spanish.
- External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
- For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic,French, and/or Spanish is an advantage.

Job Purpose:
The Office of Staff Security (OSS) is responsible for providing leadership on safety/security policy management and Mission operational support to enable the safest and most effective implementation and delivery of IOM programs and activities.
Under the direct daily administrative supervision of the Chief of Mission (COM) and under the direct operational supervision and managerial responsibility of the Country Field Security Officer (CFSO), the Field Security Support Officer will be responsible for actively assisting the CFSO and IOM COM with all aspects of staff safety and security management in Ethiopia.
The Field Security Support Officer (FSSO) will be expected to implement appropriate safety and security management procedures that will effectively address issues that could and has impact all safety, security and the protection of IOM personnel and assets, including programme implementation in the country.
The FSSO will have a daily reporting line to the COM and will have a technical reporting line to the CFSO.
Responsibilities:
- Establish and maintain effective working exchanges and relationships with security officials of other UN agencies and organizations, government counterparts and partner security services, country United Nations Department of Safety and Security (UNDSS) office and all appropriate security Focal Points, in order to ensure up-to-date security-related information that is beneficial to the Ethiopia specific missions and individual offices is obtained.
- In coordination with the CFSO, provide accurate and up to date assessments of the security situation in Ethiopia and provide advice and recommendations to the COM on how to prevent and mitigate against identified threats and risks.
- In coordination with the CFSO, develop, implement, and regularly test a functioning warden system. Warden testing methods should include multiple systems, including SCAAN.
- Regularly conduct a security training needs assessment and develop, deliver, and/or coordinate the delivery of the security trainings for IOM personnel in areas of operations, in coordination with UNDSS and other UNSMS agencies and organizations. Security trainings could be extended to other UN personnel and implementing partners, to extent possible.
- Provide safety/security briefings for IOM staff deployed to and travelling within Ethiopia and coordinate all travel security for the Country Office relating to all IOM operations, including assessments of road, air and river transport networks, medical evacuations and international staff travel within and from/to Ethiopia.
- In coordination with the CFSO, regularly review and monitor compliance on the Security Risk Management Measures (SRMM) and Residential Security Measures (RSM). This includes proactively participating in the Security Cell Meetings and actively providing guidance to the COM on issues raised in the SMT, ensuring that IOM-specific operational requirements are considered for implementation of security measures and adherence to the UNSMS Policy on Gender Considerations in Security Management.
- Acquire comprehensive operational understanding of IOM programs in the Ethiopia and provide advice, including Security Risk assessments in areas where IOM works or is planning to work with its teams.
- In coordination with the CFSO, support the COM in the development or updating IOM Ethiopia’s Business Continuity Plan, proactively advising the COM in its regular testing.
- In coordination with the CFSO, develop, implement, and test office-specific security plans.
- Supervise local security assistants and National Security Officers to ensure that the appropriate level of staff safety and security is being delivered and supported.
- Closely monitor and report on deployment numbers (staff ceilings) established for the mission/s by the UN Designated Official (DO) during emergencies, in coordination with the Security Management Team (SMT) and UNDSS, ensuring that security clearance procedures are applied fairly, vis-à-vis all of the agencies working under the UNDSS Security Management System.
- Test the functionally and implementation of IOM-specific emergency communications systems (SCAAN) to ensure they are functional, effective and address the programme requirements of the Country Office. This includes actively checking the SCAAN dashboard and posting relevant security advisories in a timely manner.
- In coordination with the CFSO, report security matters that have a direct impact on IOM operations immediately to the COM and the RFSO (Regional Field Security Officer)
- In coordination with the COM and the CFSO, conduct preliminary enquiries in respect to any security breaches/incidents in Ethiopia, working closely with local authorities in efforts to ensure IOM staff, its assets and interests are protected, and appropriate and corrective measure taken.
